The National Center for Learning Disabilities has long sought to enter the juvenile justice space and lend our unique voice as leaders in the disability community to the existing conversation. This report kicks off our efforts to support youth with disabilities impacted by the juvenile legal system, and will be a foundation for future work.

Evidence clearly indicates that youth with disabilities, and learning disabilities in particular, are disproportionately impacted by and involved in the juvenile legal system. Students with disabilities are almost three times more likely to be arrested than their non-disabled peers, and are estimated to make up 30-60% of incarcerated youth. This phenomenon is even more severe for youth with disabilities who come from BIPOC communities. Justice involvement of any type is often traumatic, and can have a significant impact on young people throughout their life.
