NCLD Announces 2021 Federal Policy Agenda For 117th Congress

WASHINGTON – January 12, 2021 – The National Center for Learning Disabilities (NCLD) released its 2021 federal policy agenda detailing the most critical issues the Biden Administration and 117th Congress should focus on due to the impact of the COVID-19 pandemic on our education system.

 

This public health crisis shed light on the longstanding access and opportunity gaps that affect marginalized students, including those with learning disabilities, at a much higher rate than other students. In response, NCLD is asking lawmakers to address seven key issues for a more equitable education system:

  1. Increase resource equity, access to high-quality learning opportunities, and graduation rates for students with disabilities and other systematically marginalized students.
  1. Invest in research and implementation of early, effective screening and intervention for learning disabilities.
  1. Prioritize the development of literacy skills from birth to grade 12 for students at risk of not achieving literacy success.
  1. Invest in creating safe, supportive, inclusive learning environments in order to eliminate racial disparities in discipline.
  1. Eliminate racial disparities in the identification and placement of students who are BIPOC in special education and improve the special education evaluation process.
  1. Strengthen and diversify the educator preparation pipeline.
  1. Support the development of culturally applicable and beneficial self-advocacy skills, improve the transition planning process for students with disabilities, and increase access to postsecondary education and workforce success for students with disabilities.

“As we continue to see the effects of the COVID-19 crisis, lawmakers must act to ensure marginalized students receive a high-quality education,” said NCLD President and CEO, Lindsay Jones. “NCLD looks forward to hearing how a new Congress and Administration will work to improve our education system for the 1 in 5 with learning disabilities and attention issues.”
