NCLD Urges Congress to Work to Fund IDEA in FY 2022

WASHINGTON – February 18, 2022 – The National Center for Learning Disabilities (NCLD) is pleased that Congress passed H.R. 6617, a stopgap spending bill for additional government funding through March 11, 2022. Though FY 2022 started on October 1 and Congress has yet to finalize the FY 2022 appropriations process, a federal shutdown has been avoided through a series of continuing resolutions. NCLD strongly supports the work of Congress to complete the appropriations process in normal order and opposes the use of a year-long continuing resolution (CR) to conclude the FY 2022 work. 

The proposed FY 2022 appropriations bills include the single-largest funding increase to programs under the Individuals with Disabilities Education Act (IDEA) and would reverse a more than 15-year-long trend of declining federal share of funding. The chronic underfunding of IDEA by the federal government places an additional burden on states, local school districts, and taxpayers to pay for education services for students with disabilities. 

“We are at a unique point in the history of IDEA funding, with the President, Senate and House all having adopted budget proposals that include a meaningful $2.5 billion increase in IDEA state grants” says Lindsay Kubatzky, NCLD’s Director of Policy and Advocacy.  “We urge Congress to pass an FY 2022 appropriations bill by the March 11 deadline with these increases to ensure equitable educational opportunities for all students with disabilities.”
