Bambi J. Lockman, LL.D.

Dr. Bambi J. Lockman served 36 years in the State of Florida. Bambi has classroom and administrative experience at the local, state and national level and serves on state and national advisory boards.

Dr. Lockman is the President/CEO of Mag7 Consulting, LLC. She coaches teachers and administrators on inclusionary practices for students with cognitive disabilities, mentors Special Education Directors and Superintendents in small and rural school districts and assists districts with schools identified as in need of improvement. Bambi has experience providing leadership development for aspiring administrators and has served as a peer reviewer at the state/national level. Her interest focus on systems change and effective academic instruction for all students based upon data driven decision making.

Dr. Lockman previously served as an Educational Policy Analyst for the Office of Early Learning, Florida Department of Education. From 2011-14 she was Deputy Superintendent for Instructional Services for Volusia County School District in Central Florida. Her scope of work included planning/coordinating curriculum and instruction (PreK-12), school improvement, federal/state funded programs, assessment/accountability, professional development, exceptional student education/student support services, online learning, and various other programs.

As Bureau Chief of Exceptional Education and Student Services for the Florida Department of Education, Bambi lead Florida’s implementation of the Individuals with Disabilities Education Act (IDEA 2004). During her tenure of 7 years, Dr. Lockman provided oversight for general supervision, initiated postsecondary programs for students with significant cognitive disabilities, coordinated Florida’s State Performance Plan/Annual Performance Report and managed the distribution of the IDEA grant (Part B and Part B Preschool). She was instrumental in Florida’s implementation of a Multi-Tiered System of Supports (MTSS) framework and managed the change of Florida’s identification process for Specific Learning Disabilities and related services through State Board Rule. Additionally, Bambi supervised 67 statewide discretionary projects responsible for supporting and providing programmatic services and professional development throughout the state.

From 2007-2011, Dr, Lockman served on the National Association of State Directors of Special Education (NASDSE) Board of Directors and in 2010 was inducted as President. In 2007, Bambi was appointed to Florida’s Governor’s Commission on Disabilities and was re-commissioned in 2008. She was selected to serve on Florida’s Governor’s Task Force on Autism Spectrum Disorders in 2008 and reappointed 2009.
